The clip on the YouTube video seems to be from the American ‘Hullabaloo’. Donovan appeared twice on the series in 1965-66. ‘Guinevere’ was released on the ‘Sunshine Superman’ album in the USA in 1966.
I think he would have been too big a name to be booked on the Rediffusion ‘Hullabaloo’ in 1968. This appears to have been a low-budget children’s magazine show. Here’s an article about the series from ‘The Stage’ (28 March 1968):
Hullabaloo for the children
New Rediffusion children’s programme called Hullabaloo begins next week. It will appear three times a week, on Mondays, Wednesdays and Fridays, and will, according to its producer, Sue Turner, be an explosion programme, lasting 17 minutes, There will be a story, often told in costume, a cartoon, nonsense poems with film captions and a special guest each week, among the items. A special hullabaloo machine, which makes weird noises, has been designed by Oliver Postgate.
Guests who will be appearing in the three weekly programmes each week for the next eight weeks, are in order, Joe Brown, Osian Ellis, the Welsh harpist, Augusto’s miniature circus, Joan Turner, Bill Oddie, Shirley Abicair, Cy Grant and Kenneth Connor. The show is directed by Angela Holder. It will be introduced by Jennie Naden and David Ashton, and Gwyneth Surdivall and Freddie Earlie on alternate weeks.
Mrs Mills was also a guest on one of the episodes.

Interesting that top man Oliver Postgate was involved, this time wearing his inventor's hat!
