Can't find the whole thing anywhere but a short section of it, with Robert Elms introducing the band at the Scala Cinema, Kings Cross, and the opening bars of "To Cut A Long Story Short", was included in Episode 1 of BBC4's Smashing Hits! The 80s Pop Map Of Britain And Ireland, and repeated last Friday (23 August). See it here, 7:28 mins into the programme : link
I’d like to know if “Punk and Acne Go Together” still exists. This was broadcast in the ATV region only. I searched for this programme in the database of the Media Archive of Central England (MACE), but it wasn’t there.
The documentary featured journalist Val Hennessy who interviewed punk musicians and fans. Tony Blackburn also appeared in the programme.

VAL HENNESSY turns her journalistic talents towards the new cult of punk rock this week in "Punk and Acne Go Together" (ATV, 10.30),
Val met Birmingham punks in a city wine bar, but she was a little disappointed with them.
"I had a sneaky feeling they weren't genuine. They were draped in chains and padlocks and had green hair," she said.
"One of them said to me: 'Old bags like you are envious of us. You all go round thinking how fantastic we look.'
"I replied: ' Perhaps we all go round thinking you look bloomin' daft.'
"I wanted their parents to come on the show and say what they felt about their children being punks but in true punkish manner they wouldn't say where they lived.
According to some listings, this programme was repeated on 28 June 1978.
