The technology is coming along nicely.
Its definitely a possibility, but would have to be done with care and attention so it may add to and not detract.
Honestly, for those episodes that will never come back, the more variety of Recons the better.
1) Audio with narration 2) Telesnap recons with Audio 3) Animations 4) Re-staged with Deep fake (hopefully matching with original audio) <=where great effort and care will be required...or A.I. to do it for us (gotta love outsourcing) 5) Original Ep discovered......
I love the fact that I have 3 different versions of Power (or is it 4?) to enjoy since the originals are likely out of existence!

Yes, we use the original audio. professional actors play the part. Put Troughtons' face on it. of course quality sets could be used.
In fact with the recent mission to the unknown reconstruction, with this technology, desouza, could recreate the part and then put over it his 1960s visual from vintage stills/footage.
Another usage, would be they could also use telesnaps, photos, etc, cgi for the background. Then someone else playing the moving/human parts. and then put the original actor's likeness on the face keeping the original audio.

Honestly, doing it properly with actual sets, props, effects, cameras etc. is probably for the best. Might end up being more expensive or complicated to do but it ensures at least one part is as authentic as possible (there are obviously always going to be some limitations, there are some sets that we simply have no idea what they looked like beyond descriptions for example).
Even if the tech has problems today, if an episode is produced to the best possible standard in 2020, you can always return to that footage in 2030 or 2040 when the technology have developed further and improve on it. The only reason you'd need to go back to the drawing board is if a missing episode or even just an extract returns and shows up a problem with earlier knowledge (say an unknown set or costume is shown off and a correction has to be made).

If someone does it, please let us know. I am very interested in how it turns out. Indeed, this is one of the things I had in mind when I came up with the idea of restaging the episodes while using the telesnaps to position the actors and actresses and then guide their movements, gestures, etc.

You guys might like this: colourise.sg/I've tried some frames from B&W episodes and the results were pretty good. I wonder if someone might try a whole scene?
