I've been trying to find all of the telesnaps available for the missing episodes, but I've only found them through the an old archived bbc website and the website just leads me to the new website when I click anywhere else. Is there a different website with the tele snaps of the missing episodes?

The Doctor Who magazine missing episode specials reprint all the telesnaps. One volume for the 1st Doctor telesnaps and 2 volumes for the 2nd Doctor telesnaps.

Marco Polo was found after the BBC stopped updating the website.
There are currently no Tele-snaps known to exist for Master Plan.
I have the snaps for Time Meddler on my blog.

Like for example Marco Polo, most of the Dalek's Master Plan etc. I don't think the BBC site ever had the telesnaps for Marco Polo, as they were found a decade later than the main big 1993 haul and were part of Waris Hussein's private collection so were covered by a different contract. There are no John Cura telesnaps for The Daleks Masterplan, or indeed most season 3 stories except The Savages and The War Machines. The off screen images that do exist from DMP are from episode 7, the feat of Steven and were taken by at home by Dalek actor Robert Jewell. They're not as pro as Cura's telesnaps and there are only around 20 of them, unlike the 60-80 images Cura would take for each episode;

Regarding the Time Meddler Telesnaps.
Are there any frames from the missing 12 seconds of Episode 4?

The collection of snaps for Episodes 4 seem incomplete, as they don't have snaps of the final profile shots at the end, or the Producer / Director credits. Depending on the visual nature of the missing 12 seconds, it's possible that Cura snapped that missing material as well, but that the snaps for it are missing.
He often cut them in strips of 4 snaps, so if he took four snaps of the scene, then it's possible that those 4 are missing. The collection is 56 snaps for Episode 4, so if he DID 4 for those, and the profile pictures at the end, along with the Producer / Director credits, then we're looking at around 65-66 snaps for the whole episode originally, which sounds more in keeping with Cura's 60-80 standard.

To determine how this is possible, one can only assume that the snaps either weren't taken at all, or it's possible that, after Episode 4 was found, the owner of the snaps would have kept the missing material, after knowing the footage was lost, and kept the profile shots cause they looked pretty.
Frankly, I doubt that's the case; lots of snaps found before the large batch had missing snaps, as most people's collections kept only snaps they liked, rather than full sets.
I believe that the snaps for Episode 4 had some missing when they were discovered, and the snaps of the lost footage is pure coincidence. But even then, since the set for Episode 4 is incomplete, we can't prove the snaps were ever taken in the first place.
I guess unless an actor had copies, or any other kind of copy emerges in time, we will never know if they were taken for sure or not.
I believe they WERE taken, but again, I can't prove that.

Unlike the existing BBC copies of the tele-snaps (which run from The Gunfighters), which were mounted on white card to flow vertically in strips, the images from The Time Meddler that had been recovered by George Gallaccio were mounted on black card in three horizontal rows. The tele-snaps for Episode 4 have four gaps in the matrix, so there are certainly at least three strips of photographs that are missing, possibly four, dependant on how many pictures Cura took of the closing moments of the story. The red block on the attached image is where the currently missing 12 seconds occur in the episode. However, this block of four images would also likely have also incorporated the end of the previous scene and the beginning of the next, with the close-up Doctor removing the dimensional unit from the Monk's TARDIS, so there may have only been two images from the scene in question for which the Viking deaths was only a small part. There is a chance that Cura captured an image from the missing 12 seconds, but it's by no means guaranteed.

You may be interested to know that Chris Barry’s family have decided to auction off his collection of original cura telesnaps for all six episodes of Power of the Daleks Along with about 40 (apparently) enlarged prints of selected scenes.
The auction is on Thursday at 10am at an auction house in Bristol.
I suspect deep pockets will be required!
