There isn't a shred of evidence for this story. It has the pattern of so many stories which flaunt knowledge of supposed broadcasts or off-air recordings a convenient good number of years after the horse has already bolted the archive. In this case, your contact originally claimed to have the Betamax tapes, then couldn't find them following a house move, then suffered a divorce, and finally went "insane".
"if she did record them then she probably is not the only person to do so in that area". Given the size of the fan base in the U.S., if The Evil of the Daleks had been broadcast at that time in any region, all the bells and whistles would have sounded long before now.
If anyone wants some evidence on the matter, then look no further than the BBC's Clearances paperwork, and actors' residuals and music royalties. This would record a sale to the States (Mississippi, Louisiana, take your pick).

Which, like your story, is about as unfounded as saying what good would U-matic tape or 16mm film be to the BBC anyway? You also seem to be closing the book on your story with that line too. Just as well really.
Sorry, but I don't buy any of this.
Nothing definitive was claimed, so I don't know what the issue is.
At least it won't turn into a thread entitled "Shock rumours of The Evil of the Daleks broadcast in Mississippi"...
