It's a tough one as every fan has different favourites. My top 3 would be Massacre, Toymaker and Highlanders which would give us back 11 missing episodes.
For the maximum number of episodes, though: Marco, DMP and either Fury, Evil or Power would give us back 22. Alternatively, DMP, Power and Evil would give us back 21 Dalek related and leave just a single missing Terry Nation episode.
For the least number of episodes: Tenth Planet, MTTU and Web of Fear would complete 3 classics, so do we go for quantity, quality or curiousity?

You raise something there Simon which I also found very interesting when I thought up the scenario: the issue of morality. In picking option A...you are outright denying many people the chance to ever see their favourite serials which may well have been out there waiting to be found. I'm sure you won't mind me saying that Toymaker, one of your picks, would not feature in many people's top 3, but serials which aren't in your top 3 like Power, Fury, Evil would feature. Almost any combination of 3 picks would disgruntle thousands of fans. As for the quality/quantity thing...I think a mixture of the 2 would be best. I'd personally only pick serials which have 3+ missing episodes as anything under i'd consider a wasted pick. That's why something like Fury is a good pick in my opinion: an incredibly desired return and 6 episodes returned.

Option A has the added advantage that anyone hoarding an episode suddenly finds it's disappeared.
Of course that could be unfortunate if someone with a weird agenda was hoarding a large number of episodes.

If you'd given me 4, Power, Evil Snowmen and Fury, then I would have gone (a), but with 3, thinking to myself that Web 3 and Snowmen are strong possibilities with option (b), then I think I will go for (b).

Just to add a bit to this - Fury, like Ice Warriors, is fantastic in episodes 1-4, then loses it in parts 5-6 with all that running around in helicopters and foam and what have you. It's something I've said here over and over - Doctor Who is great at tension build up but not so good at action. Power, Evil, Snowmen and Web do a much better job of spreading the tension out, with the action being much more limited. The Invasion is another example where I wish we had parts 1-6 and had lost 7 and 8 instead. All IMVHO, of course :-) Richard

All IMVHO, of course :-) Richard Fury is my most desired return by a country mile, but I do feel you on that Richard. I do think the first half of the serial is better than the second. The reason I'd want episode 6 back for this though would be for Victoria's departure. I think Lady luck has been rather cruel to us on the companion entrance/return front, so many entrances and departures of companions are missing. I also like seeing the conclusion to a serial too as well as the beginning. If I had to pick 1 episode of Fury to remain missing...it'd probably be 5. 6 would be a nice return as a tribute for Deborah too. I do believe her and Frazer Hines said they'd really like that one to be found.

I would definitely pick option A. My three picks would probably be: Fury; The power of the daleks and the daleks masterplan
