The Recons were a product of there era. I loved them when they first came out on VHS in the mid 90's as it was a way to marry the audio sound tracks with the surviving pictures giving us a glimpse of what was lost. They got better and better over the years but for the most part if your not a hard core fan your not going to want to sit threw them. Now the odd episode is great Web of Fear 3 as stated above is an example but for me animations have taken over. As stated above it can be watched as a cartoon. No there not perfect by any means but its a higher level or recreation. I have saved all my RECONS be it Loose Cannon or JVC to DVD. I wont throw them out as I am a completest but I just don't see the general population paying to watch a recon of six full episodes of any missing story. I really appreciate all the hard work done buy the Recon teams over the years as they brought new life to lost episodes and I am glad they exist. Hopefully (or unfortunately),when Web is released as a Special Edition the missing third episode will be animated. I think we can all safely say that's never happening. Animations cost a lot of money and take a lot of time, they aren't going to waste it on Web.

Had the BBC not animated The Power of the Daleks and Shada I would have agreed that it was not going to happen but we all know the BBC cant resist the urge to sell it to us again so I say give it a little time. Sooner or later they will want to get more money out of these two storys

WoF3 definitely existed in late 2011 and I suspect that its current owner, if not location, is known. In retrospect the reason the DVD release of Enemy was before Web was because there was a hope that WoF3 might be acquired and could replace the Telesnap reconstruction. I’m dubious about a Web SE while WoF3 is still out there.

My thoughts regarding Web 3 is that we don't have enough information to draw a conclusion. Assuming pm is accurate, then once the station manager had it in his office, then maybe that was the time to pay him off and buy it. Now it is likely binned or in some Nigerian workers garage rotting away.
If ,on the other hand some one who was in the know swiped it, then it fortunately still exists. The most likely people to know it's value would be some one on Phils team. Not a Nigerian .

That was fairly obvious at the time, inasmuch as immediate speculation went to whether announcement of a recovered Web 3 was soon to follow. Which it didn't, obviously, yet that episode remains the most present promise of a return and I can't imagine putting in the time and expense even for an improved recon with that promise hanging so tangibly in the air. Any revisitation of Web will be as a full serial or not at all. Any future standalone releases -- well. I think it's fair to consider the DVD range effectively dead at this point aside from the odd legacy release that either costs next to nothing to produce or can be written off as part of another expense. Those in the know seem pleased with response to the season 12 Blu-Ray set, so that range may have a bit of life to it. If it ever circles back to the 1960s, I think this is the major point of potential outside of a random proposal like Power or Shada (both, I think, co-funded by BBC America?). I can see justifying the animation cost of a limited number of episodes with the budget of a full season set, especially if (as Dan Hall seemed to have) they can balance the production cost of one release against another. Season 2 is the obvious first stop on the tour. If that works out, then season 6. If the animations then exist anyway, I can envision a standalone DVD release just to make the most of what they've got. But the days of going into the red for a single DVD release seem to be over.

Isn’t PM on record as saying that it’s “with a fan”? My recollection is that pm said the following: (and anyone can correct me if im wrong.) When they found the episodes in Nigeria, the team started to hide them in the archive. When the last two episodes (Web 3 and something else) were being hid, they were caught and the manager took those two films and put them in his office. PM believes that the manager sold them to someone else, but the manager denies knowing anything about missing episodes. PM interpreted the phrase missing episodes as in dr who missing episodes rather than missing film prints implying proof he knew what it was. To my knowledge, no one has admitted to having it and no one in the station has admitted to its fate. PM has a photo showing 12 cans in nigeria, which he claims is proof all were there. The archive has since burned down, however i believe pm and team went through it before and it was not there.

At one point I believe he threatened to reveal who the person was if he didn't return the episode, which doesn't strike me as the most productive of all decisions.
Of course all we have to go on his his own commentary, so who knows what the situation actually is.

In very sharp contrast with collectors who saved films from the garbage truck long ago, this person has actually stolen it 1) recently and 2) "from inside" when it had already been found. Sounds like an offence to me.
