Blast! Beat me too it.
This explains so much about why things have been kept secret.
I hope that it comes up some day.

So how many people who knew that Web of Fear had been found 12 months before everyone else?
Approx November 2012 Web found - six months of negotiations with NTV Returned to BBC May 2013 Announced Oct 2013
Not that many surely?

Well depending on whether your glass is half empty of half full it could have been a lot worse....... all of Web could have gone AWOL along with EOTW so lets be thankful for those nine episodes we can all enjoy today.

Not that many people knew about the recovery prior to the handover in May of 2013. There were rumors though, so some information did get out.
What that means is that someone close to our fandom and to the recovery process may know exactly what happened.
I hope they understand how disappointing it is that they felt they had to do this. Although this fandom is forever grateful for the return of nine episodes ... it doesn't change the fact that that episode meant a lot to the fans, to the families of the actors/production staff, and to Phil who risked a lot to retrieve it. To steal it from under our noses is just selfish. If there is any remorse I hope that person does what is right. To make the necessary steps to return it safely and anonymously.
I am still proud of Phil and what he did accomplish.

As someone who enjoyed Web on first showing,I have no hesitation in saying that it was by far the least interesting episode, lacking both pace and drama.
.....No,I can't even pretend that this isn't chagrining.
Oddly,it was only yesterday that I was thinking "Oh,yeah?" about episode 3.Mind you,I do think about that episode quite a lot...

It's an odd episode. Of all that could be missing, I'm glad it wasn't 4,5, or 6. At the time of the episode they didn't know the impact that the Colonel would have for Doctor Who ... so his introduction wasn't as "grand" as one would expect. He sort of just shows up with Doctor. And that's how it all began.

The timing largely supports my analysis at the time. There were dates given in DWM for some of the conservation/restoration actions by the likes of Paul Vanezis from which I concluded, rightly it now seems, that the episodes had arrived back in the UK in, iirc, April/May 2013. I subsequently reckoned that Philip Morris had located them early in 2013 or, possibly, very late 2012. Although we now know that Web 3 existed in November 2012 we must remember - and it's detailed in DWM - the skilled work needed before the prints could be viewed, attempting to project any of them would have probably been disastrous It would appear that someone may have an almost half century old unique print that really needs some TLC. We can now understand why Web 3 wasn't animated - the powers-that-be reckoned that there was a chance of recovering it in the future. This is good and bad news.

Another tidbit is that the station burned down two days after Phil had returned to inquire about the missing reel. Source: Facebook ME Group discussion. Tony Chamberlain, who attended the panel.
Heartbreaking.

Heartbreaking. Suggests that the reel could still exist Suggests it could also have burned with the station. We may never know. I think after two years, Phil and the other ME hunters have done what they could. If it still exists then it is the owner's choice to let us know what had happened. Until then: We move forward. Keeping looking, keep asking, keep enjoying the episodes we did get back.

But if you're going to expropriate, why not take all of them? I suppose one could always say "No,you're wrong; there were 5 cans, not 6".Bah.Did someone mention photo evidence? I take it Phil had inspected the cans to make sure they weren't empty,so it would have been awkward to say that episode three had always been missing.
