You are correct - about 16 1/2 minutes into the first episode "The Executioners" just after Barbara spots them on the time space visualiser. Note - my timing is taken from VHS version that included the snippet of the Beatles "Ticket to Ride" - part of the only surviving segment of a Top Of The Pops episode that was wiped.

I could be wrong (and if I am I expect a flurry of replies) but I believe 'Power' wasn't wiped until '72, a shame they didn't use a clip from that!

Ah well .. if they had they probably would have used the very similiar scenes to these from Power (Daleks assembling then charging through a doorway) that exist anyway.
