This appears to be Tyne Tees news footage, which I suspect could be missing. The commentator mentions 'Channel 8', an alternative name locally for TTTV. It is from about 1966. Apart from any TV archive issues, it is a great window on UK motoring in that period:

Ahah! Channel 8 was the number of the Tyne Tees 405 line channel. Anglia used to be on Channel 7 on the Belmont Transmitter in Lincolnshire for example.

Scottish Television fartured Channel Ten on their earlier logos, the main Black Hill transmitter broadcast on this channel.
